The paper highlights "deliberative democracy" where deliberative democracy is a proactive process for large or small groups of citizens to engage in the policy decision-making process and provides the opportunity. Deliberative democracy is fair and open public deliberation about the pros and cons of competing policy choices.
Deliberative democracy seems to describe to starting process for "community engagement".
